Biography

Captain Jocelyn Sterling is the Commanding Officer of Obsidian Command. She's 34 years old and from Earth (originally from the 21st century).

Family: 

Jocelyn's entire family is long since dead, but after her revival, her descendants on Earth cared for her. She remains in contact with them and visits as the opportunity arises, in line with her duties as with all Starfleet officers.

Jocelyn speaks Federation Standard English only, with a slight Worcestershire accent retained from her 20th-century days.

History: 

Jocelyn was born on Earth, in Worcester, United Kingdom on May 9th, 1989. The town was a fairly nice place to grow up, with easy travel connections to various places in and around the area. Jocelyn was a particular fan of the railway system, and from a young age, took trains to various places in the area to visit and go shopping.

She came from a family with a great deal of money, but that was not enough to stop her from falling ill at the age of 17. She gained an illness that was, at the time, fatal, and medical officers of the day were unable to treat it. Desperate, her parents paid for her to be added to the waiting list for cryogenic suspension, so that she might be cured in the future, and Jocelyn made it in with about one month left to live. She was placed in deep sleep, frozen, aboard one of Earth's cryogenic orbital probes, solar-powered and therefore able to collect all the energy it needed to operate for hundreds of years.

In the aftermath of World War III, the probe was knocked from its orbit by the shockwaves from various nuclear weapons, and began to drift off into space somewhat, eventually falling into orbit, and then crashing onto the far side of Mars. The probe buried itself in the dirt, and was missed by repeated reconnaissance probes and even the colonisation teams that arrived at the planet in 2202. However, the probe still received enough energy from its one remaining solar collector to keep the stasis units running, and Jocelyn and her co-stasees remained in their dormant state.

In 2364, nearly a hundred and seventy years later, the probe was detected, finally, by a Mars exploration team working on charting the entire planet for possible energy tapping. Whilst deep-scanning the planet's crust, the object was detected by the USS Revolution, at the time involved in scientific missions, and transported aboard. The stasees were revived and treated for their respective illnesses, and Jocelyn's life was finally able to continue. Her parents long since dead, however, she used the Revolution's computer to try to locate a living relative. Finding one, who turned out to be a descendant of her brother, she approached him with the help of Starfleet Command and he was more than happy to take her into his family - incredibly, still living in Worcester after so many hundreds of years. Granted, the town had changed a great deal, but it was still home.

This man, his wife and their daughter were Jocelyn's new family, and they guided her in her transition into this new world, so different from what she remembered. They were even able to show her some of her old favourite places, the river in Worcester, where the train lines used to run, and the towns round and about it.

And as she was privately re-educated and assisted by Starfleet Command, she learned everything she needed to know to live in the 24th century.

Finally, she decided that although she loved Earth and her new family, she wanted to apply to Starfleet and become an officer. Like Captain Blake, her commanding officer aboard Border Station Indigo, she felt she wanted to give something back to the Federation for the help the organisation had afforded her, and this seemed like the ideal way. She applied, and was accepted soon thereafter, after a particularly lengthy oral exam to verify she had adapted enough from her 'old' life.

She graduated in 2379 magna cum laude and was assigned to the USS Akira as a fighter pilot. Akira, a powerful starship that bore officers that had been involved in many important Dominion War battles and so were experienced, seasoned officers, was a good place for her to start. She matured quickly, and was promoted to Lieutenant Junior Grade and to head of Akira's fighter squadron in 2382.

In 2384, with a desire to return to Earth already in her mind, Jocelyn found that fate was with her when Starfleet asked her to teach piloting techniques and fighter flying skills at Starfleet Academy. She accepted the position and was promoted to Lieutenant Senior Grade, and returned to live with her family in Worcester when not on duty.

The position lasted for four years and Jocelyn honed many cadets' abilities and skills in the piloting arena. Toward the end of her final year, she was offered a command position, that of Second Officer, aboard the USS Vector. She was promoted to Lieutenant Commander upon her acceptance, a decision she did not come to lightly, and transferred to the USS Vector accordingly.

She was promoted to the rank of Commander in 2391, and reassigned to Border Station Indigo as Executive Officer. That role provided her with first-hand experience of command in a large starbase environment - Border Station Indigo was also of the Stardock class. Still, it was a great learning experience and being charged with handling the station's cadets as well as her regular duties as Executive Officer, Jocelyn learned about dealing with difficult young officers, including one particularly difficult Klingon. Her assignment there lasted several years before the station and that division of Starfleet came under attack from the Borg. The station was almost destroyed and numerous thousands of lives were lost. Jocelyn herself was gravely wounded but, as before, was eventually treated.

She was then promoted to the rank of captain and was assigned command of the USS Tennessee, a Nova-class science vessel. Her first tour of duty as a commanding officer proved dramatically different to the time she had spent aboard Indigo; a much smaller community, and tighter-knit as a result, was something that she found extremely welcoming, although as with all commanding officers she was required to maintain a certain level of distance from her crew, and so didn't benefit from this as much as some.

In 2385 she received notification from the Joint Fleet Command of Obsidian Fleet that with the re-opening of Obsidian Command and the death of Captain Abbott, the previous candidate for the station's command, Fleet Headquarters was to be placed under her charge. With one day for travel and contemplation, Jocelyn accepted the role - albeit with a little ambivalence - and transferred to her new assignment.

Personality: 

Likes Coffee, volleyball, and travel are Jocelyn's main areas of interest. Above all, Jocelyn loves trains, and although they don't exist in the 24th century, at least not in the form she once knew, she enjoys visiting railway museums.

Dislikes

Skills/Abilities A master of piloting. Jocelyn is a strong person who encourages those around her with her warm presence.

Weaknesses Jocelyn still is sensitive about having lost her parents to history and, given both the distance from Earth at which she is generally serving and the four hundred years that separate her from the century of her birth.

Cultural Customs She celebrates the anniversary of the day the Greater Western train franchise was opened in England.

Quirks Is still often surprised by things that are now possible in the 24th century, since technology and mentality has changed so much since the 20th century.

While it's difficult to imagine a CO going above and beyond the job they were hired to perform, it fits in this case. Working with all players, creating NPC's as needed, and opening the plot to accommodate the variety of authors on the station, Captain Sterling has definitely gone beyond the call. Her persistent efforts and performance are most deserving of this special recognition. Qapla'

I think it only fair to nominate Steve for the fantastic work he's done with his crew on rebuilding Obsidian Command. He's gone from the Cavalry to his new base seemingly with ease, despite the latter's reputation and the very nature of big bases, i.e. difficult for people to get to grips with. For the behind the scenes stuff alone, I think that Steve is deserving of the award.
